Evaluation notes as trust objects

Any numeric claim must reference an evaluation note. When editing content in Payload, link metrics to their note entry to unlock publish approval. Use the `/evaluation/[slug]` route to expose the note publicly.

Review workflow

Payload enforces a Reviewer role for Systems and EvaluationNotes. Editors prepare drafts, reviewers approve, publishers release. The workflow ensures no benchmark changes skip a second set of eyes.

Audit artifacts

Store governance decisions in your CRM or ticketing system, but reference them in Payload using the `governanceReference` field. This ensures the website, CMS, and compliance system stay in sync.
